This is an interesting problem to solve. There are several networks or resource website and then a few sub-page type sections that all have to be tied together. This solution, using this page as a hybrid splash page of sorts, with an interesting interaction for the main different sections or websites while retaining that bar with links to the sub-page type sections works well. The pictures in the background help sell the whole thing with the nicely done custom work too.
